Councilmember Peters introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #26-203 <br /> <br />RESOLUTION APPROVING A FIVE-YEAR AGREEMENT WITH AXON <br />ENTERPRISE, INC. FOR POLICE BODY-WORN AND FLEET CAMERA SYSTEMS <br /> <br /> WHEREAS, the Ramsey Police Department currently uses Axon body-worn cameras and <br />Fleet in-squad camera systems as part of its law enforcement operations; and <br /> <br /> WHEREAS, the Department's current five-year Axon agreement is ending, and a new <br />agreement is needed beginning January 1, 2027; and <br /> <br /> WHEREAS, the current five-year agreement was paid in full at the beginning of the <br />contract using special legislative funding provided for police operations, and therefore, the City <br />has not incurred an annual Axon camera-system expense during the current contract period; and <br /> <br /> WHEREAS, Axon Enterprise, Inc. has proposed a new five-year agreement for body-worn <br />cameras, Fleet camera systems, associated software, evidence storage, warranties, and technology <br />replacement and refresh services; and <br /> <br /> WHEREAS, the proposed agreement has a total five-year cost of $502,095.29, with annual <br />payments of approximately $100,419 from 2027 through 2031; and <br /> <br /> WHEREAS, the new agreement is anticipated to begin January 1, 2027, and will replace <br />and terminate the City's existing Axon agreements effective that date. <br /> <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) The City Council hereby approves the five-year agreement with Axon Enterprise, Inc. for <br />Police body-worn and Fleet camera systems in the total amount of $502,095.29, <br />substantially in the form presented to the City Council. <br /> <br />2) The City Administrator is authorized to execute the agreement and other documents <br />necessary to implement the agreement on behalf of the City. <br /> <br />3) The City Administrator is further authorized to execute amendments or modifications to <br />the agreement, provided they do not materially alter the approved services or create an <br />additional unbudgeted financial obligation for the City. <br /> <br />4) Annual payments under the agreement shall be paid from the Police Department's operating <br />budget beginning in 2027, subject to the City Council's annual budget and appropriation <br />process. <br /> <br /> <br />
