<br />Councilmember Jeffrey moved for the adoption of the following findings of fact: <br /> <br />RESOLUTION #07-01-043 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0790 RELATING TO A <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A 185-FOOT <br />TELECOMMUNICATIONS TOWER. <br /> <br />WHEREAS, T-Mobile USA, hereinafter referred to as "Applicant", has properly applied <br />for a Conditional Use Permit to construct and operate a monopole communications tower <br />("Tower") on the property generally located at 15050 Armstrong Boulevard, or legally described <br />as <br /> <br />The East 466 feet of the North 466 feet of the Southeast quarter of the Southeast quarter <br />of Section 20, Township 32, Range 25, except the road, subject to easements of record <br /> <br />(the "Subject Property"). <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1. That the Applicant appeared before the Planning Commission for a public hearing <br />pursuant to Section 9.03.05 of the Ramsey City Code on January 4, 2007 and that said <br />public hearing was properly advertised and that the minutes of said public hearing are <br />hereby incorporated by reference. <br /> <br />2. That the Subject Property is occupied by a public use, Fire Station No.1, IS <br />approximately 4 acres in size, and is owned by the City of Ramsey. <br /> <br />3. That the City is in the process of rezoning the Subject Property from R-l Residential to <br />Public-Quasi Public. <br /> <br />4. That the Applicant is requesting that the City provide a 60 foot by 40 foot portion of land <br />on the Subject Property (Site) to facilitate the construction and operation of a <br />telecommunications tower. <br /> <br />5. That the Applicant is proposing to construct a 185-foot self-supporting monopole <br />communications tower. <br /> <br />6. That the property to the north, east, west, and south are zoned R-l Residential. <br /> <br />7. That City Code requires ground mounted equipment to be screened from view by suitable <br />vegetation, except where a design of non-vegetative screening better reflects and <br />complements the character of the surrounding neighborhood, as determined by City <br />Council. <br /> <br />8. That landscaping, intended to screen the Tower base and equipment building, will be <br />required and said landscaping is subject to City approval. <br />
