Councilmember introduced the following resolution and moved for its adoption:
<br />RESOLUTION #26-218
<br />RESOLUTION APPROVING PARTIAL PAYMENT No. 2 TO NORTH VALLEY, INC. FOR 2026
<br />NEIGHBORHOOD PAVEMENT OVERLAY IMPROVEMENTS, IMPROVEMENT PROJECT
<br />#26-08
<br />WHEREAS, the City of Ramsey proposes to overlay the pavement on numerous street segments
<br />in 2026 as identified within the 2026 — 2035 Capital Improvement Plan; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-082, adopted April 22, 2025, the
<br />City Council accepted and awarded the proposal to Bolton & Menk for topographic survey of the project
<br />area in the amount of $1,268.50; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-125, adopted June 24, 2025, the
<br />Ramsey City Council ordered the City Engineer to prepare plans and specifications for 2026 Neighborhood
<br />Pavement Overlay Improvements, Improvement Project #26-08; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-011, adopted January 13, 2026, the
<br />Ramsey City Council ordered request for proposals for Engineering Design Services for said improvements;
<br />and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-039, adopted February 10, 2026,
<br />the Ramsey City Council accepted a proposal from Bolton & Menk, Inc. to prepare final plans and
<br />specifications for 2026 Neighborhood Pavement Overlay Improvements, Improvement Project #26-08 for
<br />the not -to -exceed amount of $25,300.00; and
<br />WHEREAS, proposals were received for Construction Staking from Bolton & Menk, Inc. for said
<br />improvements for the total, not -to -exceed amount of $3,926.00; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution # 26-091, Bolton & Menk, Inc. has
<br />prepared plans and specifications for the purpose of advertising for bids for 2026 Neighborhood Pavement
<br />Overlay Improvements, Improvement Project #26-08; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-114, adopted on May 26, 2026, a
<br />contract was awarded to North Valley, Inc. of Nowthen, Minnesota, in the amount of $499,411.45 for said
<br />improvements; and
<br />WHEREAS, as of September 22, 2026 $288,389.86 has been paid to date; and
<br />WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 2 to North Valley, Inc. of Nowthen, Minnesota for improvement project
<br />#26-08, 2026 Neighborhood Pavement Overlay Improvements, in the amount of $96,618.19.
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
<br />1) The City Council hereby authorizes partial payment No. 2 to North Valley, Inc. of Nowthen,
<br />Minnesota for Improvement Project #26-08, 2026 Neighborhood Pavement Overlay Improvements
<br />in the amount of $96,618.19.
