5. 14. <br />CC Regular Session <br />Meeting Date: <br />09/22/2026 <br />Primary Strategic Plan Initiative: Strive for high organizational morale and employee retention <br />Title: <br />Adopt Resolution #26-223 Approving a Union Contract for the LELS Crime Data Analyst Union <br />Purpose/Background: <br />The purpose of this council action is to approve the negotiated collective bargaining agreement (CBA) between the City and <br />Law Enforcement Labor Services (LELS) Crime Data Analyst for the initial period of January 1, 2026, through December <br />31, 2026. <br />In March, the Bureau of Mediation Services certified Law Enforcement Labor Services as the Exclusive Representative for <br />the Ramsey PD Crime Data Analysts - LELS Local 634 as per Minnesota Statute 179A.03 subd. 7, a non -essential employee <br />group. <br />The City began negotiations with the union in June to create its first CBA. Bargaining sessions focused on establishing the <br />first contract, which mirrors other city union contracts and includes wages, benefits, and working conditions.
