The <br />City is required to conduct annual unannounced age -verification compliance checks pursuant to <br />Minn. Stat. § 342.22, subd. 4, and Ramsey City Code § 26-887(d). On September 8, 2026, the <br />Business failed its annual age -verification compliance check: <br />September 8, 2026: <br />• Failed a cannabis/hemp age -verification compliance check conducted by the Ramsey <br />Police Department. A 20-year-old compliance checker, under the direct supervision of a <br />Ramsey Police Officer, entered the Business and attempted to purchase a regulated <br />cannabis/hemp product. The employee did not request identification or otherwise verify <br />the purchaser was at least 21 years of age and completed the sale of "CBN Sleep and <br />Relaxation Cannabis -Infused Gummies" for $12.31 at approximately 10:48 a.m. The <br />monitoring officer contacted the employee following the sale. The employee was <br />cooperative and was issued a citation for Fourth Degree Sale of Cannabis under Minn. Stat. <br />§ 152.0264, subd. 4(a)(3). <br />Additional information regarding this alleged violation is contained in the attached Cannabis and <br />Hemp Age Compliance Check Form and Ramsey Police Department report (case #26-212066). <br />Minn. Stat. § 342.46, subds. 3 and 7(1), requires a lower -potency hemp edible retailer to verify <br />that a customer is at least 21 years of age before initiating a sale and prohibits sales to individuals <br />under 21 years of age. <br />1 <br />
