City of Ramsey 15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 • (612) 427-1410 November 18, 1981 TO: CITIZENS OF THE CITY OF RAMSEY RE: CITY BUDGET MESSAGE FOR 1982 Submitted herewith is the City's Budget for calendar year beginning January 1, 1982 and ending December 31, 1982. GENERAL The Council Budget Committee has spent many hours developing the proposed 1982 Core Budget document along with its supplements prior to its submission to the Council for its approval. The following series of events takes place in developing the City's Budget: a) Review and adjust current year's estimated Budget which is then submitted to Council for their adoption. b) Prepare a financial analysis which gives the City an insight on what they can expect when preparing the forthcoming year's Operational Budget and the Six (6) Year Capital Improvement Budget. c) Prepare the Core Budget for the forthcoming year which only provides for increases in operational costs and replacement of equipment. It does not provide for increases in personnel, equipment or services, etc. d) Prepare supplements to the Core Budget if there is to be an increase in personnel, equipment or services, etc. e) Prepare sources of revenue to finance the proposed Core Budget with its proposed supplements. f) Review sources of revenue with financial analysis and the effects of proposed Budget with supplements (if any) on the City taxpayers. g) Submit balanced proposed Core Budget with supplements (if any) to full City Council for their adoption, At this point, Council will have also conducted the public hearing on the use of revenue sharing.
