<br />CITY COUNCIL WORK SESSION <br />Topic Report: Sketch Plan for CBR Development <br /> <br /> <br />.i:- <br /> <br />By: Breanne Daines, Associate Planner <br /> <br />Background: <br /> <br />CBR Development has submitted a sketch plan application to develop 6 single-family lots on the <br />property located east ofNowthen Boulevard and north of Sun wood Drive. The site currently holds <br />a vacant farmhouse constructed in the late 1800s. The plan has been revised from the original <br />proposal for 10 attached townhome units, based on the Planning Commission's concerns with <br />density, rezoning to R-2, road configuration and access, and compatibility with the surrounding <br />neighborhood. <br /> <br />The site is 1.9 acres, and the proposed density is 3.16 units per acre. Staff has the 'following <br />concerns with the revised proposal: <br />I) Public right-of-way. Typically, at least one public street is required through all <br />developments. One private street is proposed. <br />2) Double-frontage. Two of the homes are proposed to back onto Nowthen Boulevard and <br />front onto the private road. <br />3) Over-extended hammerhead. City Code limits the use of hammer-head road configurations <br />to 200 feet. This is proposed to be approximately 270 feet in length. A cul-de-sac <br />turnaround is required. <br />4) County road concerns. Anoka County submitted comments regarding this development, <br />stating that the proposed access does not meet access spacing guidelines (from Sun wood <br />Drive) and that turn lane construction would be required. <br />5) Density exceeding single-family zoning. In order for this development to move forward, a <br />rezoning to plarmed-unit-development/medium density residential OR a reduction in one <br />lot is required. <br /> <br />Staff suggests that the applicant revise the sketch plan to indicate a public road with single-family <br />lots around the cul-de-sac. Staff also recommends reducing the total lots to 5 to conform to the <br />single-family zoning district density standards and to increase the probability of conformance with <br />setbacks. The amount of deviation from the R-l performance standards will depend on the total lot <br />sizes, any setback deviations, and the number of units proposed. <br /> <br />Attachments: <br />Aerial location map <br />CBR sketch plan <br /> <br />Action Statement: Provide the developer with feedback regarding the proposed sketch plan <br />development, specifically items regarding the rezoning to plarmed-unit-development and the street <br />and access configuration. <br /> <br />CCWS: 3.20.07 <br />
