Public Works Director Olson indicated the special assessment hearing would be held before the
project is scheduled, and it would be known how many people are willing to hook up.

Councilmember Dehen stated if there is a written agreement regarding the hookup there would
be leverage that the City has gone forward with the project based on that agreement.

Acting Chairperson Olson requested staff to provide information regarding whether it would be
feasible to obtain a financial commitment up front.

Public Works Director Olson noted there may be property owners willing to pay the cost to move
their house and to work with neighbors in order to subdivide their land at the minimum lot size.

Consensus of the Committee was to direct staff to hold an informational meeting with the
property owners regarding the revised feasibility studies, and to provide the property owners
with information on assessment options based on the following scenarios: assessments by
developable lots, by front footage, and a combination of both methods.

COMMITTEE INPUT

Mayor Gamec indicated he was contacted by residents on Chameleon Street off of CR 63 that are
interested in road improvements similar to what was done on Welcomes Road. Public Works
Director Olson stated staff would wholeheartedly support the improvements. The process
requires that a petition be submitted to initiate the feasibility study process.

Acting Chairperson Olson asked whether the contractor that completed last year's overlays will
be patching cracks, as there are many cracks in the area where she lives. City Engineer
Jankowski explained when overlays are done it is anticipated there will be some reflective
cracking. Public Works Supervisor Reimer explained most of the cracks will be gone in the
summer. Public Works Director Olson indicated staffwill review the area.

ADJOURNMENT

Motion by Mayor Gamec, seconded by Councilmember Dehen, to close the regular meeting of
the Public Works Committee.

Motion carried.

The regular meeting ofthe Public Works Committee adjourned at 6:59 p.m.

Respectfully submitted,
Brian Olson
Public Works Director

Drafted by Carol Hamer
TimeSaver Off Site Secretarial, Inc.

Public Works Committee / February 20, 2007
Page 11 of 11
