The proposed use of certificates of indebtedness during 1984 caused a shift
in .the dependence on property taxes and intergovernmental revenues for
this year only. These certificates are to be used for the purchase of
capital equipment with repayment through a property tax levy over •an
estimated five year period.
Total expenditures in the operating funds amounted to $1,397,977 as compared
to $1,253,320 during 1983. This represents a 11.5% increase. Below is
a comparison of the operating fund expenditures for years 1983 and 1984.
Function
Gerieral Government
Public Safety
Public Works
Health and Welfare
Community Development
Culture and Recreation
Miscellaneous
Transfers
Total
1983 1984
Amount
$ 376,950
317,550
233,110
6,500
13,785
184,920
76,615
43,890
Percent Percent
of Total Amount of Total
30.1% *$ 391,285 28.0%
25.3 360,855 25.8
18.6 245,715 17.6
.5 6,500 .5
1.1 13,250 .9
14.8 90,925 6.5
6.1 247,752 17.7
3.5 41,695 3.0
$1,253,320 100% $1,397,977 100%
The temporary increase in Miscellaneous from 1983 to 1984 is due to the
proposed purchase of a computer system for all City departments.
The decrease in Culture and Recreation from 1983 to 1984 is due to park
improvements. Construction and development to City parks decreased due
to the amount of funds available.
FISCAL, ANALYSIS
The City Staff also prepares a financial analysis which combines the
operational budget and a capital improvement program. The capital
improvement section covers five years and proposes revenue sources for
each item..
Revenues and expenditures for all funds are analyzed for the four. years
prior to the current year as well as projected for four years into the
future. Trends are examined in population growth, local government aid
and levy limitations. This information is combined with bonding
requirements, projected assessed valuations and compared to the legal
debt limit.
This analysis is intended to project the growth of the City, analyze
financial condition, and outline the effects of the operating budget
and capital improvement program on the taxpayers.
II-5
