Councilmember Buscher introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #26-226 <br /> <br />RESOLUTION APPROVING A DEVELOPMENT AGREEMENT FOR HARLOW <br />BECKETT ENTERPRISES <br /> <br /> WHEREAS, Ms. Natalie C. Dewey of Harlow Beckett Enterprises properly applied for <br />Final Plat (Minor Plat) and Conditional Use Permit approval of the property generally located <br />southwest of Sunwood Drive NW and Ramsey Boulevard NW and legally described as: <br /> <br /> Lot 1, Block 1, COR Seven, Anoka County, Minnesota; and <br /> <br /> (the ‘Subject Property’); and <br /> <br /> WHEREAS, the City Council reviewed and approved the Final Plat of COR Seven and a <br />Conditional Use Permit for a restaurant with a drive-thru, both on September 8, 2026, through <br />Resolutions #26-211 and #26-186, respectively; and <br /> <br /> WHEREAS, the plat and conditional use permit are subject to a Development Agreement <br />guaranteeing on- and off-site improvements are installed in a timely manner; and <br /> <br /> WHEREAS, the City Council reviewed the proposed Development Agreement on October <br />13, 2026. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the Ramsey City Council hereby approves the Development Agreement for Harlow <br />Beckett Enterprises in conjunction with COR Seven and the Conditional Use Permit and <br />authorizes the Mayor and City Administrator to sign it. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Peters, and upon vote being taken thereon, the following voted in favor: <br /> <br /> Mayor Heineman <br /> Councilmember Buscher <br /> Councilmember Peters <br /> Councilmember Riley <br /> Councilmember Specht <br /> Councilmember Stewart <br /> <br />and the following voted against the same: <br /> <br /> None <br /> <br />
