Budgetary control is maintained through the issuance of purchase requisitions and purchase orders as required by the City Charter and purchasing ordinance. Once the annual budget is adopted, the City Administrator, as chief administrative officer and director of purchasing, is authorized to purchase capital outlay items in an amount up to $500, and materials and supplies, not exceeding the current budget appropriation without Council approval. A written purchase order system is used for all expenditures. City Administrator approval is required for purchases over $50, and Department head approval is required for purchases under $50. O, ems. :, .+,• ' After the staff and Budget Committee meetings, the proposed core budget and supplements were submitted to the City Council for their review on September 10, 1984. The budget supplements and 1984 Payable 1985 tax levy were adopted on September 25, 1984, and on December 18, 1984 the Council adopted the 1985 City Operational Budget. Rovenues; The proposed property tax levy without supplements for the year 1985 was $898,006 as compared to the 1984 adopted levy of $827,391. This represents an 8.5% increase. Supplements and and Council adjustments adopted that required additional property taxes increased the tax levy to $918,017, which represents 10.9% over 1984.
