CC Regular Session
Meeting Date:
10/13/2026
6. 1.
Primary Strategic Plan Initiative: Create a positive image for residential neighborhoods, business districts
and key corridors.
Title:
PUBLIC HEARING: Consider a Request for a Private Kennel License at 15591 Iodine St NW
Purpose/Background:
Tiffani and Michael Rimstad, the residents and owners of 15591 Iodine Street NW, has submitted a request for a Private
Kennel License on their property. This request was prompted by the Rimstad family looking to consolidate two households
into one with their current four dogs, while also looking to adopt two puppies under six months in age. In total, they are
looking to keep six dogs, while Section 10-53 of Ramsey City Code states that "all residential properties shall be allowed to
keep up to three dogs over the age of six months," and "properties keeping four or more dogs and/or six or more cats must
obtain a private kennel license as described in section 10-60." The family already has two adult dogs in their home, two adult
dogs kept at another home in Chisago City, and they want to adopt the two puppies for dog agility training and follow the
proper procedures to stay in compliance with City Code.
On September 30th, an exterior inspection was conducted on the property by staff from the Planning and Police
Departments. The inspection noted that the property was clean and well -kept and should be suitable for all six dogs to live on
the property. The backyard is divided into three separate fenced areas: one for exercising and training and the other two for
the dogs to relieve themselves. The owner confirmed that the dogs regularly have access to the full house and are only let out
into the fenced backyard with direct supervision. Staff sees no cause for concern for the health, safety, and welfare of the six
dogs and the residents.
Notification:
Staff attempted to notify property owners within 350 feet of the Subject Property, as reflected in the Anoka County Property
Records, of the Private Kennel request and the Public Hearing to be held by City Council.
Funding Source:
A $200 application fee was collected with the Private Kennel License application that helps cover the costs of this license.
Recommendation:
Staff recommends approval of the Private Kennel License.
Outcome/Action:
Motion to adopt Resolution #26-230, Approving a Private Kennel License to Tiffani and Michael Rimstad at 15591 Todine
Street NW.
Attachments
Location Map
Application & Narrative
Resolution #26-230 Private Kennel License
Form Review
Inbox Reviewed By Date
Brian Hagen Kathy Schmitz 10/08/2026 03:45 PM
Form Started By: Adam Martin Started On: 10/06/2026 11:44 AM
Final Approval Date: 10/08/2026
