He reviewed examples of existing Ramsey streets exceeding the limitation and
explained that the proposed amendment would remove the fixed 600-foot standard and reference
Minnesota Fire Code requirements.
Fire Chief Winkel explained that Appendix D of the Minnesota Fire Code provides standards for
roadway width, turnaround dimensions, and emergency access. Dead-end streets exceeding 750
feet would require additional review by appropriate City staff, including Fire, Engineering, and
Building personnel. Potential requirements could include wider roadways, parking restrictions, or
fire sprinkler systems.
Councilmember Riley requested clarification regarding the review process and the authority of
staff to impose additional safety requirements.
Planning Manager Larson confirmed that roadways exceeding 750 feet would be evaluated
individually.
The Council expressed differing views regarding the appropriate balance between local standards,
public safety, and development flexibility.
Motion by Councilmember Stewart, seconded by Councilmember Specht, to Introduce Ordinance
#26-18, Amending Chapter 117 (Subdivision Code) Pertaining to Streets.
Motion carried.
