Councilmember introduced the following resolution and moved for its adoption:
<br />RESOLUTION #26-234
<br />RESOLUTION APPROVING PARTIAL PAYMENT No. 1 TO NORTH VALLEY, INC. FOR 2026
<br />MSA PAVEMENT OVERLAY IMPROVEMENTS, IMPROVEMENT PROJECT #26-02
<br />WHEREAS, the City of Ramsey proposes to overlay the pavement on numerous Municipal State
<br />Aid (MSA) street segments in 2026 as identified within the 2026 — 2035 Capital Improvement Plan; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-082, adopted April 22, 2025, the
<br />City Council accepted and awarded the proposal to Hakanson Anderson for topographic survey and wetland
<br />boundary determination of the project area in the total amount of $5,560.00; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-101, adopted May 13, 2025, the
<br />City Council accepted and awarded the proposal to Independent Testing Technologies, Inc. for geotechnical
<br />survey of the project area in the amount of $5,430.00; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-136, adopted June 24, 2025, the
<br />City Council order the City Engineer to prepare plans and specifications for 2026 MSA Pavement Overlay
<br />Improvements, Improvement Project #26-02; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-160, adopted July 14, 2026, City
<br />Council approved final plans and specifications as prepared by the City Engineer and authorized
<br />advertisement for bids for the same improvements; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-195, adopted August 25, 2026, a
<br />contract was awarded to North Valley, Inc. of Nowthen, Minnesota, in the amount of $1,129,093.12 for
<br />said improvements; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-201, adopted September 8, 2026, a
<br />construction staking proposal was awarded to Hakanson Anderson Associates for said improvements in the
<br />amount of $8,300.00; and
<br />WHEREAS, as of October 27, 2026 $0.00 has been paid to date; and
<br />WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 1 to North Valley, Inc. of Nowthen, Minnesota, for improvement project
<br />#26-02, 2026 MSA Pavement Overlay Improvements, in the amount of $197,237.87.
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
<br />1) The City Council hereby authorizes partial payment No. 1 to North Valley, Inc. of Nowthen,
<br />Minnesota for Improvement Project #26-02, 2026 MSA Pavement Overlay Improvements in the
<br />amount of $197,237.87.
<br />2) The City Council hereby authorizes the Mayor and City Administrator to sign the release form for
<br />this payment.
<br />3) The total amount of this payment is not included in resolutions approving payment of bills for the
<br />day of October 27, 2026.
