Councilmember introduced the following resolution and moved for its adoption:
<br />RESOLUTION #26-235
<br />RESOLUTION APPROVING PARTIAL PAYMENT No. 3 TO NORTH VALLEY, INC. FOR
<br />CAROL -ROSE ACRES & SPORTS HAVEN STREET RECONSTRUCTIONS, IMPROVEMENT
<br />PROJECT #26-03
<br />WHEREAS, the City of Ramsey proposes to reconstruct the streets within the Carol -Rose Acres
<br />& Sports Haven subdivisions as identified within the 2026 — 2035 Capital Improvement Plan; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-082, adopted April 22, 2025, the
<br />City Council accepted and awarded the proposal to Bolton & Menk for topographic survey of the project
<br />area in the amount of $5,461.00; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-101, adopted May 13, 2025, the
<br />City Council accepted and awarded the proposal to Independent Testing Technologies, Inc. for geotechnical
<br />survey of the project area in the amount of $7,715.00; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-137, adopted June 24, 2025, the
<br />City Council ordered the City Engineer to prepare plans and specifications for Carol -Rose Acres & Sports
<br />Haven Street Reconstructions, Improvement Project #26-03; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-105, adopted May 12, 2026, the
<br />City Council approved final plans and specifications as prepared by the City Engineer and authorized
<br />advertisement for bids for the same improvements; and
<br />WHEREAS, proposals were received for Construction Staking from Bolton & Menk, Inc. for said
<br />improvements in the amount of $36,394.00; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-143, adopted June 23, 2026, a
<br />contract was awarded to North Valley, Inc. of Nowthen, Minnesota, in the amount of $763,724.51 for said
<br />improvements; and
<br />WHEREAS, as of October 27, 2026 $708,332.02 has been paid to date; and
<br />WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 3 to North Valley, Inc. of Nowthen, Minnesota, for improvement project
<br />#26-03, Carol -Rose Acres & Sports Haven Street Reconstructions, in the amount of $58,308.63.
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
<br />1) The City Council hereby authorizes partial payment No. 3 to North Valley, Inc. of Nowthen,
<br />Minnesota for Improvement Project #26-03, Carol -Rose Acres & Sports Haven Street
<br />Reconstructions in the amount of $58,308.63.
<br />2) The City Council hereby authorizes the Mayor and City Administrator to sign the release form for
<br />this payment.
<br />3) The total amount of this payment is not included in resolutions approving payment of bills for the
<br />day of October 27, 2026.
