Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #26-239 <br />RESOLUTION APPROVING SALE OF LOT 1, BLOCK 1, COR SEVEN TO HARLOW <br />BECKETT ENTERPRISES LLC (SCOOTERS COFFEE) <br />WHEREAS, the City of Ramsey, herein referred to as the "City," owns various parcels <br />throughout the City of Ramsey; and <br />WHEREAS, on June 23, 2026, the City adopted Resolution #26-155 approving a Purchase <br />Agreement and related documents for the sale of the parcel legally described Part of Outlot <br />A, Java Auto Parts, Anoka County, Minnesota to be platted as TBD, with Harlow Beckett <br />Enterprises LLC, a Minnesota Limited Liability Company (the "Buyer"); and <br />WHEREAS, the City and Buyer have negotiated a Purchase Price of $265,000 ($8.00 per <br />square foot) on +/- 0.76 acres (33,106 square feet) for the Property referenced in the Purchase <br />Agreement; and <br />WHEREAS, the City herby declares the Property to be surplus City -owned land and is no <br />longer needed for current or future City functions, and authorizes the property to be sold as <br />referenced in Sales Ordinance 15-05; and <br />WHEREAS, the City has approved the Plat of COR SEVEN which includes land legally <br />described Lot 1, Block 1, COR SEVEN; and <br />WHEREAS, the parcel legally described Part of Outlot A, Java Auto Parts, Anoka <br />County, Minnesota pursuant to the Purchase Agreement is now platted as Lot 1, Block 1, COR <br />SEVEN as described on EXHIBIT A (the "Property"); and <br />WHEREAS, the formal Purchase Agreement requires a Right -of -Re -Entry Agreement be <br />recorded at the closing of this land transaction to ensure development of the 664 square foot <br />Scooter's Coffee Shop in a timely manner; and <br />WHEREAS, the Ramsey EDA met on June 11, 2026 and recommended the sale and <br />development of the Property to Harlow Beckett Enterprises LLC, a Minnesota Limited Liability <br />Company; and <br />WHEREAS, Harlow Beckett Enterprises LLC, a Minnesota Limited Liability Company <br />is in Good Standing with the Secretary of State of Minnesota as of October 20, 2026. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY OF RAMSEY, ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br />
