Councilmember introduced the following resolution and moved for its adoption:
<br />RESOLUTION #26-245
<br />RESOLUTION APPROVING PARTIAL PAYMENT No. 1 TO NORTH VALLEY, INC. FOR
<br />RIVERSIDE WEST STREET RECONSTRUCTIONS, IMPROVEMENT PROJECT #26-06
<br />WHEREAS, the City of Ramsey proposes to reconstruct the streets within the Riverside West
<br />subdivision as identified within the 2026 — 2035 Capital Improvement Plan; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-082, adopted April 22, 2025, the
<br />City Council accepted and awarded the proposal to Bolton & Menk Anderson for topographic survey of the
<br />project area in the amount of $1,366.00; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-101, adopted May 13, 2025, the
<br />City Council accepted and awarded the proposal to Independent Testing Technologies, Inc. for geotechnical
<br />survey of the project area in the amount of $3,855.00; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-140, adopted June 24, 2025, the
<br />City Council ordered the City Engineer to prepare plans and specifications for Riverside West
<br />Reconstructions, Improvement Project #26-06; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-156, adopted July 8, 2025, the City
<br />Council accepted and awarded the proposal to Nelson Sanitation and Rental, Inc. for sewer cleaning and
<br />televising of the project area in the amount of $12,641.00; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-125, adopted May 26, 2026, the
<br />City Council approved final plans and specifications as prepared by the City Engineer and authorized
<br />advertisement for bids for the same improvements; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-161, adopted July 14, 2026, a
<br />contract was awarded to North Valley, Inc. of Nowthen, Minnesota, in the amount of $327,246.47 for said
<br />improvements; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-166, adopted July 28, 2026, a
<br />construction staking proposal was awarded to Bolton & Menk for said improvements in the amount of
<br />$6,802.00; and
<br />WHEREAS, as of October 27, 2026 $0.00 has been paid to date; and
<br />WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 1 to North Valley, Inc. of Nowthen, Minnesota, for improvement project
<br />#26-06, Riverside West Reconstructions, in the amount of $312,535.41.
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
<br />1) The City Council hereby authorizes partial payment No. 1 to North Valley, Inc. of Nowthen,
<br />Minnesota for Improvement Project #26-06, Riverside West Reconstructions in the amount of
<br />$312,535.41.
