5. 17.
CC Regular Session
Meeting Date:
10/27/2026
Primary Strategic Plan Initiative: Improve the safety and mobility of transportation corridors.
Title:
Adopt Resolution #26-247 Approving Change Order #1 for 2026 MSA Pavement Overlay Improvements, Improvement
Project #26-02
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #26-247 approving Change Order #1 for 2026 MSA Pavement Overlay
Improvements, Improvement Project #26-02.
Background:
The existing culvert for County Ditch No. 51 was a metal culvert with noted deterioration at the ends. As part of this project,
the culvert has been replaced to the same elevation and diameter, but with reinforced concrete pipe. Concrete end caps and
sheet piling were used to avoid any settlement of the new culvert. The culvert installation also required dewatering, as this
culvert is half submerged in water.
173rd Avenue between Puma Street and Iguana Street crosses wetland and County Ditch No. 51. The geotechnical report for
this area found the pavement section was placed directly over peat, which is considered very poor soil for pavement support.
To address this geogrid was placed after reclamation, and the new pavement section was built up, generally raising the
profile of the road 1 to 2 feet.
Because 173rd Avenue and 175th Avenue are Municipal State Aid (MSA) street segments, and MSA funding is being used,
the project must adhere to MnDOT design standards, including using safety aprons on the new culvert, instead of traditional
flared end sections. The barrel section of the safety aprons are approximately 4 feet shorter than a traditional flared end
section. This was not factored in during the project design, which resulted in the match -in point for grading the ditch being
too close to the roadway, and causing an approximately 2.5:1 side slope, rather than the 4:1 which is called out for.
The steeper than allowable side slope was not noted until after culvert installation and bacllling of the aggregate base
began. Staff directed the contractor to bring an additional length of pipe out to extend the safety apron away from the road
and create an acceptable side slope. This required additional dewatering and installation of another concrete end cap with
sheet piling. Additionally, the contractor has requested an extension of the substantial completion from October 16 to
October 30, 2026 due to the time lost. The October l 6th date was set due to potentially unfavorably weather in late October.
However, the weather forecast is favorable, and the contractor has scheduled the remaining mill and paving to occur before
October 30th.
Notification:
If City Council approves this change order, staff will notify the MnDOT State Aid Office as required by MSA regulations.
Time Frame/Observations/Alternatives:
Observations:
Ideally staff would have noted the barrel length of the different style of apron, and consequently the different grading tie-in
point prior to installation. Staff will strive to avoid change orders of this nature in the future by allowing for more grading
tolerance during design and when required to use safety aprons instead of standard aprons.
Staff reviewed the unit prices for the change order and feels the prices are reasonable based on current construction costs.
The extension of substantial completion to October 30, 2026 is reasonable due to time lost to order additional materials, re-
mobilize equipment, and construct the changes. With the remaining work on the schedule, staff is confident the contractor
will complete the improvements by the new substantial completion date.
Alternatives:
Motion to adopt Resolution #26-247 approving Change Order #1 for 2026 MSA Pavement Overlay Improvements,
Improvement Project #26-02.
