The range of assessments should be similar to previous assessments for <br />this type of maintenance, which is in the range of $150 to $250 per unit. <br /> <br />The 1998 Street Maintenance Program also proposes bituminous overlays on five subdivisions, <br />Projects #98-09 through #98-13, where the age of the bituminous and its condition no longer <br />permits sealcoating to be an effective maintenance technology. These projects have pavement <br />condition indexes of 5 or less. Similar to the crack fill/sealcoating projects, the total project costs <br />will be divided equally between the City and benefited properties within the subdivision. The <br />range of assessments for these projects is anticipated to be in the range of $500 to $600. <br /> <br />Finally, Project #98-14 proposes a bituminous overlay project on 5.5 miles of Minnesota State <br />Aid (MSA) streets which include 167th Avenue from T.H. #47 to C.S.A.H. #5, 153rd Avenue <br />from C.S.A.H. #5 to Roanoke Street, and Variolite Street and 155th Avenue west of C.R. #56. <br />The total project cost on these roadways is estimated to be $375,000 and is anticipated to be <br />funded through the City's MSA construction account which currently has a balance of $685,000. <br />Our past practice has been to assess properties fronting on MSA roads which have no other <br />frontage on local streets, an amount equal to the average assessment which other properties <br />receiving a similar benefit had been assessed in that year's program. This was done with <br />153rd/155th Avenue in the 1995 program and with 167th Avenue in the 1992 program. <br /> <br />In summary, the 1998 program proposes to sealcoat and overlay 22.8 miles of city streets at a <br />total project cost of $691,000.
