Case #

DISCUSS T.H. 47 HOUSING DISPOSITION
By: Steven Jankowski, City Engineer

Background:

As the lead agency in thc T.H. 47 STP project, the City of Ramsey will be responsible for the
acquisition of necessary right-of-way associated with the project. As a part of this acquisition,
the City will be responsible for disposing of 13 single family residences in some manner. In the
budget proposed for property acquisition, a cost has been included for the razing of these
structures.

A better alternative may be to save these houses for continued use as housing to a segment of the
population which is experiencing a shortage of available housing. Councilmember Haas Steffen
and I have meet with a representative of the Anoka County Community Action Program
(ACCAP) and have conducted an exterior inspection of the thirteen properties and interior
inspections of some of the properties. It appears that many of these homes have the ability to be
re-occupied after relocating the main entrance from front to back, or after being moved to a
different location.

ACCAP has been instrumental in facilitating similar housing projects in the past, and has the
expertise in this area, including assessing the economics of such an undertaking.

Before proceeding further in this endeavor, City Council should be knowledgeable and
supportive of this method for disposition of the housing. Representatives of ACCAP will be in
attendance to describe their experience with housing redevelopment, and how the 13 homes to be
acquired by the City could be re-utilized.

Action:

The Committee may consider a motion to recommend to the City Council, that the housing to be
acquired for the TH 47 project be considered for re-utilization for affordable community housing.

I

Reviewed by:

City Administrator
Fire Chief/Director of Public Works

RB: 7/21/98

/kas
