RB CASE # <br /> <br />CONSIDER CHANGE TO C.R. #116 PROJECT <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />The City of Ramsey is participating in several elements of the C.R. #116 extension <br />between Ramsey Boulevard and Armstrong Boulevard. These improvements include <br />wetland mitigation, construction of a 10-foot bituminous trail and the construction of a <br />screening berm behind the existing homes on the south side of 149th Lane in the <br />Greenland Hills subdivision. <br /> <br />It is this last element that concerns this case. It was anticipated that approximately <br />20,000 cubic meters of topsoil would be available to construct a three meter (9-foot) berm <br />along a 90-foot wide strip of property that the City owns immediately south of these <br />homes. The construction engineer has advised that the 20,000 cubic meters may not be <br />available. This berm was intended to provide some buffer of the new highway from these <br />residential properties, but upon closer inspection, the berm may not provide the desired <br />results. It may be more effective to plant some trees along this strip of land to achieve the <br />visual screening from the homes. <br /> <br />Recommendation: <br /> <br />It is staff's recommendation that a row of evergreen trees be planted along the southern <br />property lines to provide screening for homes most exposed to the visual impacts of the <br />highway.
