CASE #1 <br /> <br />UPDATE ON TRUNK HIGHWAY #47 STP PROJECT <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />The purpose of this case is to provide a continuing update on the progress of this very significant <br />project. The following issues will be addressed: <br /> · The City's response to public hearing comments <br /> · Report on the feasibility of a pedestrian tunnel or overpass <br /> · A review of the project budget <br /> · A discussion of issues affecting the project schedule <br /> <br />Response to Public Hearing Comments. Following the public hearing on the environmental <br />document which was held on September 29, 1998, there is a 30 day period for written comments <br />to be received. To date, the City has received seven comment sheets and a letter fi:om Landmark <br />Bank. All of these comments have been in support of the signalization at 142nd Avenue and <br />Trunk Highway #47. In addition, a petition with nearly 400 signatures favoring a signalized <br />intersection was submitted to the City Council at the October 13, 1998 meeting. Copies of the <br />comments and petitions will be submitted as part of the public comment on the project and have <br />been attached to this case. At the meeting, both Jim Dvorak and Dennis Eiler of SRF, Inc., will <br />be in attendance. Mr. Eiler will be summarizing the rationale for including the signalization of <br />the 142nd Avenue intersection in the Trunk Highway #47 corridor study. Mr. Eiler also <br />specializes in traffic signal design and operations and will be a valuable resource in answering <br />questions regarding signalization issues. The Committee should give direction to the consultants <br />to formulate a City response to the public comment received. <br /> <br />Pedestrian Tunnel/Overpass. Attached is a September 17, 1998, memo from project engineer <br />Matt Hanson on the feasibility and of a pedestrian underpass across C.S.A.H. #5 having a cost of <br />$140,000. Previously, it was report that the cost of this work would be eligible for 80% federal <br />funding. A pedestrian overpass bridge is also a possibility at locations where grading makes a <br />tunnel underpass unfeasible. However, it is cautioned that the long ramps and the 20-foot <br />vertical climb results in minimal pedestrian use. <br /> <br />Revised Project Budget. The last time a complete project budget along with financing sources <br />was presented was eight months ago, in February. In June, the right-of-way/fight-of-access cost <br />estimates were revised upward from $2,000,000 to $2,200,000. A revised estimate of project <br />cost and funding is provided in the attached table to refresh memories. It is anticipated that an <br />updated cost estimate of the construction cost will be available soon. <br /> <br /> <br />
