<br />Ms. Sims stated following discussions about the City Charter amendment, she concluded they <br />will look for someone that can make a transition from city administrator to city manager. She <br />outlined the following traits that would be looked for in the city administrator applicants: strong <br />city manager type; policy astute; knowledge about municipal management; strong, open <br />communicator; team builder; strong on economic development and community development but <br />also understanding of the issues associated with the infrastructure it takes to support these things; <br />strong fiscal management skills; strong budgeting skills; comfortable working with others on the <br />regional and national levels on getting things done through collaboration; understanding of how <br />to find area enhancing projects; comfortable bringing in businesses that will be able to employ <br />the current residents and attract new residents or people coming in from other parts of the region; <br />good listener to be sure people from all sides of the table are acknowledged including long time <br />and new residents; ability to be engaged and build a team utilizing all aspects of the employee <br />base; ability to build trust within the organization so the employees feel part of a strong team and <br />the citizens feel part of the community. <br /> <br />Ms. Sims indicated a national search will be done. She is currently gathering information from <br />Ms. Reed to put together a brochure and an ad that will be provided to Council for review. Once <br />they are authorized, the ad will be disseminated to professional organizations, and the brochure <br />will be a direct mailing to attract people who have experience in cities that are comparable or <br />larger in size. <br /> <br />Councilmember Jeffrey asked whether there will be a prioritization of the desired traits. <br /> <br />Ms. Sims replied she will be looking to Council to prioritize the traits. There will be a multi-step <br />process involved with the recruitment. The resumes will come to her office; there will likely be <br />30 to 40 responses with 20 to 30 good resumes. The applicants will be screened and given <br />questionnaires to respond to. She will get the list down to about 10 applicants and will be <br />sharing the resumes and questionnaires with Council. She will hold more in-depth interviews <br />with those finalists and will then hold a meeting with Council and determine a list of the top five <br />candidates. <br /> <br />Councilmember Elvig questioned what the process would be for Council to agree on the list of <br />priorities. He inquired about the top priorities Ms. Sims would determine from her meetings <br />with board/commission chairs and department heads. <br /> <br />Ms. Sims noted the following top traits: good communicator; visionary who can implement; <br />ability to understand the pros and risks ofprojects that come forward. <br /> <br />Ms. Sims asked how Council would describe the current culture of Ramsey. <br /> <br />Mayor Gamec stated Ramsey is a mix of urban and rural. The people that have moved into the <br />urban areas in some cases may be more professional; there is a different atmosphere with the <br />rural residents. There is a real amount of satisfaction with a lot of the services.
