<br />Iodine Street and the traffic going to Lord of Life, and this development would add one more <br />turn into the mix. <br /> <br />Mr. Tim Boe, President of Tri-Cor Development, stated they want to work with the City on the <br />issues and concerns. He understands the issue with the street being busy and does not <br />understand why the speed limit is 55 mph in this area. <br /> <br />Mayor Gamec explained the speed limit on this road is not set by the City. <br /> <br />Mr. Boe stated there are four accesses within three lots currently. The lot Tri-Cor wants to <br />develop right now has two accesses, but it is a single family home so it does not generate a lot of <br />traffic. <br /> <br />Mayor Gamec suggested Mr. Boe work with staff to come up with something that will make a <br />difference without the northern access; it is very unlikely he will be able to get that northern <br />access. <br /> <br />City Attorney Goodrich advised if Council is considering taking final action tonight he would <br />recommend the item be tabled with findings of fact prepared or tabled to continue discussions <br />with the applicant. <br /> <br />Mayor Gamec commented he does not see any resolution if the road does not go through. He <br />directed staff to prepare findings of fact. <br /> <br />City Attorney Goodrich noted the biggest issue that has been expressed is the access. He <br />requested direction if there are other issues to address in the findings. <br /> <br />Councilmember Olson stated she cannot see dealing with this development until the County <br />weighs in on it. <br /> <br />Mayor Gamec noted if the County says the access is okay there will still be an access problem to <br />the north. The County often does not comment until the City grants approval contingent on <br />County approval. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to table the request for <br />preliminary plat and preliminary site plan for Pine Prairie; Case of Tri-Cor Development LLC, <br />and to direct staff to prepare findings of fact in the negative primarily based on access and the <br />ability to cul-de-sac or adjoin the development with the property to the north to eventually access <br />the roadway at 146th Avenue. <br /> <br />Further discussion: Councilmember Dehen noted the Planning Commission had expressed <br />concern about the safety aspect related to headlights at night from oncoming traffic. <br />Councilmember Look stressed that Council should not send mixed messages to builders about <br />architectural standards. They need to be consistent across the board on townhouse standards. <br />This is an issue that citizens are concerned with when a new project is going into their <br />neighborhood. <br /> <br />City Council / March 13, 2007 <br />Page 13 of 21 <br />
