An opportunity to obtain this needed mileage is available by removing <br />this amount of mileage by revoking the MSA designations on portions of 142nd Avenue and <br />Traprock Street. This route has been a MSA route since the 1980's, but is no longer consistent <br />with the Comprehensive Plan since this route runs through what is now planned to be a regional <br />County Park. It will be necessary for the City Council to pass a formal resolution requesting <br />system modifications prior to May 1,2007 in order for any new additions to be included in the <br />next round of needs determination which will increase the City's MSA funding. The <br />recommendation of the Public Works Committee was that Council direct staff to forward the <br />proposed MSA system modifications to MnDOT for incorporation into the City's State Aid <br />System. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to ratify the <br />recommendation of the Public Works Committee in Case No.2 and to direct staff to forward the <br />proposed MSA system modifications to MnDOT for incorporation into the City's State Aid <br />System. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Dehen, Look, <br />Olson, and Strommen. Voting No: None. <br /> <br />3) Review 2007 Storm Sewer Improvements <br /> <br />City Engineer Jankowski stated the City reviewed the drainage conditions within the areas <br />scheduled for work associated with the annual street maintenance program. The Public Works <br />Department has identified a list of locations, which should be investigated for drainage <br />improvements within this year's projects. In addition, several problem areas were reported to <br />staff as a result of the resident meeting held in January. Two additional improvements which <br />should be considered in conjunction with this year's street program include installing temporary <br />cul-de-sacs at the ends of streets that are planned for future extensions. Mr. Jankowski indicated <br />staff will investigate each of these potential storm sewer improvements to prepare an estimate of <br />the cost. The cost of the storm water related improvements will be financed from the Storm <br />Water Utility. The work associated with the cul-de-sac improvements will be performed by the <br />Public Works Department and be financed as a portion of the street maintenance program <br />preparatory costs. <br /> <br />Councilmember Elvig asked if any of these improvements will be done in conjunction with the <br />road improvements this year. <br /> <br />City Engineer Jankowski replied yes, staff is proposing to do these improvements prior to the <br />overlays and sealcoats. <br /> <br />No action required. <br /> <br />City Council / March 13, 2007 <br />Page 17 of21 <br />
