Four residents (representing two properties) attended this meeting. Mr. and Mrs. Munson <br />residing at 5900 157 Lane expressed concern for the safety of children waiting for school buses <br />or playing along 157 Lane which they felt warranted improvement even under the existing <br />conditions. Mr. and Mrs. Grams residing at 15764 Osmium Street were in attendance primarily <br />for informational purposes. In addition staff met with the two adjacent neighbors individually. <br />Dan and Cindy Hostetler who reside at 5870 157 Lane indicated a preference for the status quo <br />but would be open to considering a number of elements to mitigate the impact of the extension. <br />Jason and Bonnie Hendricksen who reside at 5850 157 Lane expressed opposition with the <br />proposal. Staff reiterated at the meetings with the residents the anticipated schedule outlined in <br />the notification letter. Specifically it was stated that this issue would be discussed by the Public <br />Works Committee at the regular March 20th meeting and that the recommendations of the <br />Committee would be considered by the City Council at the March 27 meeting. Mr. Jason <br />Hendricksen also appeared at the March 20, 2007 Public Works Committee meeting to reiterate <br />his opposition to the extension of Neon Street. The Committee discussed with Mr. Hendricksen <br />measures which could mitigate the impact which could include; landscaping, extension of his <br />irrigation system, and the creation of buffer space by relocating the roadway westward <br />The Rum River Meadows development will need to modify its right of way configuration from <br />that of a cul de sac to a through street. Staff has attempted to contact the owner of the Rum River <br />Meadows. At the time of this writing the developer has not responded to staff's request for <br />discussion on this matter. It could be anticipated that construction of the connecting street would <br />be done at the same time as the improvements for this subdivision were made. <br />Funding Sources: <br />The estimated cost of pursuing this connection is estimated to be in the range of 319,000 to $337,000.This <br />cost range is itemized below: <br />Buy Property <br />$283,000 <br />$283,000 <br />Sell House to House Mover <br />($5,000) <br />($1 <br />Remove Foundation <br />$5,000 <br />$10,000 <br />Construct Roadway <br />$26,000 <br />$35,000 <br />Contingencies <br />$10,000 <br />$10,000 <br />Total Cost <br />$319,000 <br />$337, <br />Possible funding sources to facilitate this proposal could be as follows: <br />Source Amount <br />Sewer Trunk <br />Fund $ 49,000 <br />Water Trunk <br />Fund $ 5,000 <br />PIR Fund $ 265,000 to $283,000 <br />Comments <br />The CIP has anticipated $75,000 however the reduced cost <br />the sewer installation would be $26,000 <br />This represents a contribution from the water trunk fund <br />toward the cost of the property to make this looping feasibb <br />The Public Improvement Revolving Fund would be the <br />remaining source available for this project. <br />-100- <br />
