MEMORANDUM <br />TO: Steve Jankowski, P.E. <br />Civil Engineer <br />City of Ramsey <br />FROM: Chris Chromy, P.E., P.T.O.E. <br />Bryan Nemeth, P.E., P.T.O.E. <br />DATE: March 7, 2007 <br />SUBJECT: Rum River Meadows Roadway Connection <br />City of Ramsey <br />Project Description <br />This document presents the traffic analysis for a proposed connection of the Rum River <br />Meadows and Shade Tree Cottages to the intersection of Neon Street at 157` Lane. The <br />connection would be from the cul-de -sac` of the Rum River Meadows (157 Avenue) going north <br />to Neon Street. The residential properties that would primarily utilize this connection are located <br />east of CSAH 5 (Nowthen Boulevard), west of TH 47, north of Alpine Drive and south of 157` <br />Lane. The developments include 66 housing units consisting of 42 small -lot single - family <br />homes in the Shade Tree Cottage development and 23 townhomes in the Rum River Meadows <br />development. <br />Traffic operations were analyzed at the proposed new connection of 157 Lane at Neon St. and <br />TH 47 at 157 Lane. The current traffic at the two intersections was analyzed with and without <br />the added traffic due to the connection. This study determines how well the existing roadways, <br />roadway geometry, and traffic control handles the additional traffic with the proposed <br />connection. <br />Existing Conditions <br />The intersection of 157`' Lane/Neon St. is residential and has no traffic control and no turn lanes. <br />The speed limit for the residential area is 30 MPH. It is a three - legged intersection with north, <br />east, and west legs. The intersection of TH 47/157`' Lane is stop controlled -with TH 47 having a <br />free north and south thru movement. The speed limit on TH 47 is 55 MPH and on 157` Lane it <br />is 30 MPH. This intersection is also a three- legged intersection with north, south, and west legs. <br />There is a left —turn bypass lane on the northbound leg and a right turn lane on the southbound <br />leg. <br />H:\ RAMS \T4222096\ Report\ExtensionTechMemo <br />—118— <br />
