level of service, based on control delay. Control delay is the delay experienced by vehicles
slowing down for a stop sign and the wait time at stop sign. Level of Service D is commonly
taken as an acceptable design year LOS.
Analysis
The intersections were analyzed by the criteria listed above. Table 3 details the operational
results for the exiting conditions and for conditions after the connection is made. After the
connection is made no improvements to the intersections geometry were considered.
Table 3: Operational Analysi
ntersection and Traffic Pe ak Hour .Intersection
Maidmumelay -
e*
*Total number of vehicles utilizing the intersection during the peak hour
* *Maximum delay and LOS on any approach and/or movement
The intersections analyzed can be expected to operate the same after the connection is made. The
traffic that is added from the connection is negligible and does not affect the level of service for
any of the intersection movements.
The existing traffic on 157` Lane, just west of TH 47, was measured at 980 vehicles per day.
With the roadway extension, it is projected that there will be a maximum increase of 90 vehicles
per day (9% increase) for a total of 1,070 vehicles per day on 157` Lane.
The existing traffic using Potassium Street to the South is estimated at 60 vehicles per day based
on recent counts. As the residential developments are completed, daily traffic is estimated at 520
vehicles per day. With the roadway extension, it is projected that there will be a maximum
decrease of 50 vehicles per day for a total of 470 vehicles per day on Potassium Street.
Summary and Conclusions
The extension of Neon Street between Rum River Estates and 157` Lane, west of TH 47 is an
important roadway connection for local traffic circulation to and from Nowthen Boulevard
(CSAH 5) and TH 47.
1. This connection will increase the volume of traffic using 157` Lane near TH 47 by
approximately 90 vehicles per day (9 %), but operations will not decrease noticeably.
H RAMS \T4222096\ Report\ExtensionTechMemo
-120-
AM
6 99
; 12.6 -
Existing
925
11.7 -B
TH 47 & 157' Lane
708
12.7 -B
Unsignalized
with
_ .
^i PM
Connection
932
AM
..53
8.6 -A
Existing
P M
68
8.7 -A
157` Lane & Neon Street
67
9.0 -A
Unsignalfzed
with
AM
-
—
+ 9.2 - A
C onnection
PM
1 83
*Total number of vehicles utilizing the intersection during the peak hour
* *Maximum delay and LOS on any approach and/or movement
The intersections analyzed can be expected to operate the same after the connection is made.
