Mr. Tinklenberg indicated the crossing is included in Dayton's Comprehensive Plan and the <br />Dayton City Council voted that it remain in the Plan. The crossing is identified by the <br />Metropolitan Council. He believes the issue is the alignment of the road once it gets into <br />Dayton. <br />Public Works Director Olson requested direction from Council on whether the TH10 Access <br />Management Final Study Report should be included on the agenda of the next City Council <br />meeting for adoption. <br />Consensus of the Council was to direct staff to include the TH10 Access Management Final <br />Study Report on the agenda of the next City Council meeting for adoption. <br />3) Transportation Initiatives for 2007 <br />Ms. Ruehle provided an overview of planning and development related activities that The <br />Tinklenberg Group has worked on for the City of Ramsey, including TH10 corridor preservation, <br />RALF acquisition, the TH10 /169 Corridor Coalition, and legislative initiatives. <br />Ms. Ruehle provided an overview of The Tinklenberg Group City of Ramsey Consulting <br />Services — 2007 Proposed Work Plan, outlining the specific tasks in each of the following areas: <br />Trunk Highway 10; Commuter Rail Station — Park and Ride; and Federal Funding. <br />The following was addressed during the discussion of the 2007 Proposed Work Plan: <br />Trunk Highway 10 <br />Mayor Gamec stated the Governor's recommendation on transportation funding does not include <br />anything for this area. He questioned how this will affect acquisitions along Highway 10. <br />Mr. Tinklenberg explained the Governor's proposal did not include funds for the Right -of -Way <br />Program. However, the proposal takes major projects like a third lane on I -94 out of the <br />Metropolitan Council budget, which hopefully frees up other money. Hopefully as negotiations <br />continue at the legislature the Right -of -Way Program will receive funding. The last time the <br />State had a surplus, back in 2000, one of the things approved was about $50 million into the <br />Right -of -Way Program. <br />Mr. Ruehle stated the City of Ramsey is a model for corridors in the metro area; she is not aware <br />of another corridor that has moved along as aggressively. <br />Mr. Tinklenberg indicated the Metropolitan Council levies approximately $3.2 million into the <br />RALF Program, and the City of Ramsey spent $8 million in RALF funds over the last 2 %2 years. <br />Ramsey has done well in terms of being able to attract funding from that program. This has <br />awakened others that did not realize the funds were available, but Ramsey has the advantage of <br />being ahead of that curve. <br />City Council Work Session / February 20, 2007 <br />Page 4 of 8 <br />
