Iodine Street and the traffic going to Lord of Life, and this development would add one more turn into the mix. Mr. Tim Boe, President of Tri -Cor Development, stated they want to work with the City on the issues and concerns. He understands the issue with the street being busy and does not understand why the speed limit is 55 mph in this area. Mayor Gamec explained the speed limit on this road is not set by the City. Mr. Boe stated there are four accesses within three lots currently. The lot Tri -Cor wants to develop right now has two accesses, but it is a single family home so it does not generate a lot of traffic. Mayor Gamec suggested Mr. Boe work with staff to come up with something that will make a difference without the northern access; it is very unlikely he will be able to get that northern access. City Attorney Goodrich advised if Council is considering taking final action tonight he would recommend the item be tabled with findings of fact prepared or tabled to continue discussions with the applicant. Mayor Gamec commented he does not see any resolution if the road does not go through. He directed staff to prepare findings of fact. City Attorney Goodrich noted the biggest issue that has been expressed is the access. He requested direction if there are other issues to address in the findings. Councilmember Olson stated she cannot see dealing with this development until the County weighs in on it. Mayor Gamec noted if the County says the access is okay there will still be an access problem to the north. The County often does not comment until the City grants approval contingent on County approval. Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to table the request for preliminary plat and preliminary site plan for Pine Prairie; Case of Tri -Cor Development LLC, and to direct staff to prepare findings of fact in the negative primarily based on access and the ability to cul -de -sac or adjoin the development with the property to the north to eventually access the roadway at 146 Avenue. Further discussion: Councilmember Dehen noted the Planning Commission had expressed concern about the safety aspect related to headlights at night from oncoming traffic. Councilmember Look stressed that Council should not send mixed messages to builders about architectural standards. They need to be consistent across the board on townhouse standards.
