<br />'Phase 3' Elmcrest Improvements <br /> <br />2007 CIP Allocation <br /> <br />$55,000 <br /> <br />This second year of the Phase 3 development will consist of trees, shrubs and perennial plants <br />throughout the park, an arched bridge on the most northerly wooded trail, the addition of a <br />couple of zones of irrigation; and possibly a modest park entry sign for the neighborhood <br />connection at Uranium Street if the budget allows. <br /> <br />(The first part of the third phase of Elmcrest's development was the base bid irrigation and a <br />small portion of the landscape materials; and was approved by City Council in November of <br />2006 at $55,000.) <br /> <br />The landscape element is significant with many hundreds of shrubs and flowers, as well as 230 <br />cubic yards of hardwood mulch. Ramsey Cub Scout and Boy Scout Troops #362 both have <br />volunteered to perform the majority of this part of the project with staff on the third weekend in <br />May. This volunteer labor contribution is estimated in excess of$8,000. <br /> <br />Action Required: <br /> <br />Approve up to $55,000 for landscape materials and the bridge from the Park Improvement Trust <br />Fund <br /> <br />Drinkin2 Fountain(s) <br /> <br />2007 CIP Allocation <br /> <br />$7,000 <br /> <br />Shown as multi-year investments within the CIP are 'drinking fountains' and in some cases <br />'misters' for those parks with municipal water service. The drinking fountains are very popular <br />- particularly with attached pet fountain. (In November of 2006, Council directed staff to <br />schedule these for Elmcrest before the summer soccer season.) <br /> <br />Action Required: <br /> <br />Approve up to $7,000 from the Lawful Gambling Fund <br /> <br />Water/Sewer Service for Elmcrest Park <br /> <br />2007 CIP Allocation <br /> <br />$20,000 <br /> <br />Initially $20,000 was estimated to provide a municipal water connection and a sewer stub to the <br />location of the future community building at the park. Until that time (estimated at 2009), this <br />would also provide a water supply for the fountain and mister. The detailed estimate itemized <br />earlier this month is approximately $37,000. This amount may be better incorporated into the <br />buildings' construction cost. To provide a water service in the interim, a 150' foot, 2" inch poly <br />line will connect the municipal watermain to the fountain and mister and be 'pushed' under the <br />parking lot. This, together with tapping expenses and fittings should be less than $3,000. <br /> <br />Action Required: <br /> <br />Approve up to $3,000 from the Municipal Water Utility Fund <br />
