Absent: Board Members Anderson, Terry, and Wivoda. <br /> <br />PUBLIC HEARINGS <br /> <br />Chairperson Deemer adjourned the regular Board of Adjustment meeting at 7:16 p.m. in order to <br />conduct the following public hearing: <br /> <br />1) Request for a Variance to Height Restrictions for a Senior Housing Facility; Case of City of <br /> Ramsey and Anoka County Housing and Redevelopment Authority <br /> <br />Chairperson Deemer called the regular Board of Adjustment meeting back to order at 7:25 p.m. <br /> <br />BOARD BUSINESS <br /> <br />Case #1: <br /> <br />Request for a Variance to Height Restrictions for a Senior Housing Facility; <br />Case of City of Ramsey and Anoka County Housing and Redevelopment <br />Authority <br /> <br />Zoning Administrator Frolik stated the City, in conjunction with the Anoka County Housing and <br />Redevelopment Authority, is working to develop a 50-unit senior housing facility on <br />Dysprosium Street. The proposal is for a 3-story building which exceeds City Code height <br />restrictions by 9.5 feet. She stated Fire Chief Kapler has serious concerns on the capabilities of <br />the Fire Department to fight a fire at such a height. In absence of the architect, Ms. Frolik <br />pointed out that altering the design to two stories yet retaining 50 units would be more costly <br />plus green space at the site would be lost. <br /> <br />Board Member Deemer pointed out that the distance from the mean elevation to the top of the <br />third story window is 29.5 feet. If the architect were to make design modifications for a flat roof <br />versus a gabled roof, this facility would not need a variance. <br /> <br />Some of the Board Members expressed concern over maintaining the aesthetic integrity of the <br />building. They thought a building at this height would blend in better in the neighborhood with a <br />gabled roof. <br /> <br />Consensus of the Board was that there was insufficient information to proceed further, and Staff <br />was directed to contact the architect with the concerns expressed herein for further response and <br />information. <br /> <br />Board of Adjustment/September 1, 1998 <br /> Page 2 of 3 <br /> <br /> <br />
