<br />there would be no way to screen them from Lano Equipment and the industrial properties. These <br />homes need to be done as one levels with full basements, walk outs or lookouts to hide them <br />from the industrial area. Screening is probably one of the biggest problems. Mr. Zahler stated <br />he has been looking at what he can do with this property for eight years, and then saw what they <br />did in an Andover community right under the power lines. There is not a great deal of nice <br />homes available that the owners do not need to maintain. He indicated the price point will be <br />$350,000 at the bottom end and $450,000 at the high end; lots on the river side will likely be <br />$500,000 to $525,000. It is a challenging piece but it looks like it could be nice. <br /> <br />Council further discussed the following in relation to the proposed sketch plans: <br />· The planned housing as a good buffer for the area <br />· Preserving the future connection for the extension of Rivlyn Street <br />· Benefits of single family villas in an association run neighborhood <br /> <br />Councilmember Strommen suggested rather than removing the units for the road connection, that <br />the units on the south side be eliminated with the area near the river designated as an open space <br />area for the association. <br /> <br />Councilmember Cook concurred. <br /> <br />Mr. Zahler expressed concern with the cost of this suggestion due to the need to eliminate a lot. <br /> <br />Councilmember Cook noted the alternative of keeping the connection open for the extension of <br />Rivlyn Street would require lots to be eliminated as well. <br /> <br />Councilmember Strommen stated the property is currently not zoned for this residential use, and <br />if there will be extra density put in this will be a great opportunity for open space on the river. <br /> <br />Mr. Zahler stated this property actually fronts on backwater; the whole piece of ground only has <br />approximately 80 feet of river frontage. <br /> <br />There was considerable discussion of changing the plan to designate open space for the <br />association adjacent to the river. <br /> <br />Consensus of the Council was that the Council is considering allowing the requested type of <br />rezoning and the proposed type of units, if and only if there is consideration for open space. If <br />the applicant is not willing to commit to the above, Council is not committing itself to allow for <br />detached villas. <br /> <br />Mr. Zahler expressed concern withthe above direction and the impact on the proposed plan. <br /> <br />Mayor Gamec indicated Mr. Zahler should work with staff, and can come back before the <br />Council for preliminary plat. <br /> <br />City Council Work Session / October 30, 2006 <br />Page 4 of9 <br />
