Mayor Gamec inquired about access to the site.

Community Development Director Trudgeon replied there is an eXistmg access. General
Contractors of Minnesota was informed that an additional access would be difficult to obtain.
The best hope would likely be for a right-out due to the plans for a raised median.

There was considerable discussion of the concern regarding access issues for a commercial use
on the proposed site.

Community Development Director Trudgeon indicated the concern is noted regarding access to
the site. This discussion will be on the agenda for the Planning Commission meeting on
Thursday. It should be noted for the applicant that retail will likely be an acceptable use, but
Council has many concerns about future access to the site. Mr. Trudgeon advised Council will
see this item in the future if it goes forward.

Councilmember Jeffrey directed staff to include the access concerns in the findings of fact
prepared for this site.

Mr. Greg Austin, representative of General Contractors of Minnesota, expressed General
Contractors of Minnesota's desire to have the site zoned for commercial use. He indicated the
access concerns are noted, but are not a major concern to them. General Contractors of
Minnesota also has interest in the Healthquest facility relocating in the Ramsey Town Center
area in the future.

3) QCTV Council Updates

Assistant City Administrator Nelson informed the Council she has emailed Terry O'Connell of
QCTV regarding the Council Update schedule. She has not had an opportunity to follow up and
will do so in a couple of weeks. She suggested the Communication Coordinator that will be
hired could act as host for the Council Updates, and she would also be willing to do so.

Councilmember Jeffrey suggested the two Councilmembers that are scheduled for the Council
Update determine a schedule following the Council meeting and schedule the time with QCTV
right away.

Mayor Gamec indicated there is a designated time for Ramsey's use of the QCTV facility at 4:00
p.m. on the Wednesday following the Council meeting.

Councilmember Elvig expressed concern regarding the schedule changes coming from QCTV.

Assistant City Administrator Nelson indicated she will follow up with Terry O'Connell to work
out the scheduling issues.

City Council Work Session / October 30, 2006
Page 6 of9
