<br />Consensus of the Council was to direct staff to proceed with implementing the. Discretionary <br />Expenditures Policy with the above changes. <br /> <br />5) Happy Days Wrap-Up <br /> <br />Assistant City Administrator Nelson provided an overview of the 2006 Happy Days Event. She <br />reported approximately $22,000 was spent on the event; approximately $14,000 was taken in <br />through sponsorship dollars, and revenue was gained from events like the car show, craft fair, <br />and teen dance. The event is in the black. This year the event ended early because of the storm. <br />She received a lot of good feedback on the event. Ms. Nelson indicated there are ongoing issues <br />in planning the event due to there not being an Event Chair any longer; a lot of the duties for the <br />event fall on her. A tremendous amount of staff time is required for this event, and it could not <br />have been done this past year without Management Intern Gladhill's assistance. <br /> <br />Council discussed the possibility of hiring a special events coordinator, event planner, or an <br />intern to coordinate the Happy Days event. <br /> <br />Councilmember Elvig stressed the importance of not losing sight of the volunteerism involved <br />with the Happy Days event. He suggested more recognition of those that volunteer in the City to <br />show the City's appreciation. <br /> <br />. Councilmember Cook noted the individual that would be hired would be one paid staff person <br />that would coordinate the volunteers. <br /> <br />Consensus of the Council was support in the consideration of hiring an event planner to <br />coordinate the Happy Days event. <br /> <br />6) Youth First Program at Oak Terrace <br /> <br />Moved up in the agenda as Case No. A. <br /> <br />7) Sunfish Lake Park <br /> <br />City Administrator Norman indicated staff was asked to place this topic on the work session list <br />during the Council meeting of September 26, 2006. This item is included in the 2007 - 2011 <br />Capital Improvement Program. <br /> <br />8) County Road Trail Crossings <br /> <br />City Administrator Norman indicated during the Public Works Committee meeting of September <br />19,2006, the Committee directed staff to place future policy regarding underpasses, overpasses, <br />and other types of crossing mechanisms at trail crossings at high traffic areas on a future work <br />seSSiOn. <br /> <br />City Council Work Session / October 30,2006 <br />Page 8 of9 <br />
