<br />2) THI0 Access Management Plan Final Report <br /> <br />Scott McBride ofSEH and Jodi Ruehle of The Tinklenberg Group provided a presentation on the <br />THIO Access Management Plan Final Report including the background information in relation to <br />how the recommendations were determined. Ms. Ruehle indicated there are still a number of <br />alternatives being considered on the Dayton side for the future river crossing; this information <br />was not needed for the purpose of this Study. As there is only one alternative being considered <br />at this time for the Ramsey side of the crossing, assumptions were made in the Study regarding <br />the location of the crossing. Mr. McBride explained the following large issues were identified <br />early as having an impact on the study: <br />· Mississippi River Corridor <br />· County Park <br />· Recognition of the importance of local connections across the highway with the creation <br />of a freeway and the elimination of existing accesses. <br /> <br />CounciImember Dehen stated there are a fair number of residences near Bowers Drive, which <br />runs along Highway 10, that has expressed concern about the increased traffic flow and noise <br />levels. He asked if there have been any discussions or anything studied regarding barriers for <br />that neighborhood where the highway gets close to the river. <br /> <br />Mr. McBride explained the next phase of this process will involve the environmental assessment, <br />which will assess the noise as well as other issues. He heard the noise concerns from the <br />residents. Highway 10 must exceed state noise standards today and will in the future. <br /> <br />Ms. Ruehle indicated they tried to be clear to the residents that attended the public meetings that <br />the information being presented was conceptual, and the local roadway connections would need <br />to be worked through. <br /> <br />Mr. McBride provided an overview of the following THIO Access Management Concepts: <br /> <br />THIO / Sunfish Lake Boulevard Access Interchange - Alternatives 1. 2 and 3, with a. <br />recommendation for Alternative I. <br /> <br />Councilmember Jeffrey suggested a steep grade rather than the cul-de-sac of McKinley Street, <br />which will require a lot of new roads to be built. <br /> <br />Public Works Director Olson explained this would be a challenge due to the room available to <br />raise the grade of McKinley Street. <br /> <br />Mr. McBride indicated this is an issue to resolve. He advised engineering work needs to be done <br />to work out the McKinley issue and what happens on the south side with the local connections <br />that are needed. <br /> <br />THIO / Ramsey Boulevard Access Interchange - Alternatives 1,2 and 3, with a recommendation <br />for Alternative 2. <br /> <br />City Council Work Session / February 20, 2007 <br />Page 2 of 8 <br />
