Commissioner Swokowski commented that the Charter is meant to be a general document and <br />ordinances should state the specifics. <br /> <br />Commissioner Donovan added that zoning should not be handled in the Charter. <br /> <br />Discussion ensued relating to what is' and: should be in the Charter such as requiring citizens are <br />informed via a city newsletter, that the Council is elected to be the voice of the people and their <br />hands are not tied by the Charter, etc. The Charter should be written for the entire City, not a <br />handful of people. <br /> <br />Commissioner Donovan stated that the Council certainly would have his endorsement of this <br />proposed bill. Voting Yes: Chairperson Peterson, Commissioners Swokowski, Kiefer, <br />Anderson, Donovan and Vogt. Voting No: None.
