for local organizational development. Mr. Wenner explained that he would be facilitating <br />a planning process with the EDC. The planning process would include a Strengths, <br />Weaknesses, Opportunities and Threats (SWOT) analysis, defining a mission statement <br />for the EDC, assessing the authority and structure of economic development in Ramsey, <br />and recommending strategies and actions for achieving the mission. <br /> <br />Members present participated in identifying the Strengths and Weaknesses of the City of <br />Ramsey for economic development. Please see the attached list generated from the <br />exercise. <br /> <br />Mr. Wenner and Commission members discussed scheduling special meetings in the <br />month of June to speed the planning process with Mr. Wenner. <br /> <br />Case #2: Daycare for Industrial Employees <br /> <br />Community Development Assistant Sean Walther explained that Vision Ease approached <br />the City to consider providing daycare facilities for industrial park businesses. The area <br />daycare providers do not currently have business hours that accommodate the 12 hour <br />work day at Vision Ease and the second or third shift hours at other facilities. <br />Commission members were asked to provide a recommendation if the City should pursue <br />this issue, and in what way. <br /> <br />The consensus among commission members was that the City should not involve itself in <br />the development or management of a daycare facility. Commission members <br />recommended contacting Anoka County for lists of licensed daycare providers in the area <br />to provide to Vision Ease, and also suggested that City Staff mail a notice to those area <br />providers of this demand and opportunity. The overall consensus was that the private <br />sector ought to be responsible for meeting the demands of the market on this issue. <br /> <br />Case #3 <br /> <br />Future Industrial/Commercial Park(s) <br /> <br />Mr. Sean Walther explained that commission members that the Ramsey Business Park is <br />nearly fully developed, and that the City Staff would like an initial recommendation to <br />pursue or not pursue the feasibility of acquiring land for future industrial/commercial <br />park development. <br /> <br />Mr. Mike Mulrooney of Advanced Resources explained the limitations of municipal <br />zoning codes to guide development, and the benefits and increased control of the quality <br />of businesses that develop in Ramsey. Specifically the City is able to promote and assist <br />businesses growth and develop in a way that maximizes the tax base, employment, <br />architectural quality, and aesthetic benefits to the City. <br /> <br />There was a consensus among members that they were happy with the success and <br />quality of businesses in the AEC Energy Park and Ramsey Business Park. <br /> <br /> <br />
