Another deletion may be the aggregate stones suggested for a border, plus some of the plant
materials could be reduced, as well as some of the varieties.

Councilmember Haas Steffen inquired if these items would be deleted altogether or would they
just be delayed for a time.

Mr. Boos suggested that staff would give the bidder a not-to-exceed dollar amount but to begin
with the deletion of the rock and the irrigation.

Councilmember Haas Steffen felt the landscaping proposal was a good one and suggested maybe
a phasing-in plan.

Discussion ensued relating to prairie grass and wildflower plantings of which Mayor Gamec
expressed his dislike.

Director of Public Works Kapler explained that the side of the Public Works facility facing the
main road would be manicured.

Councilmember Haas Steffen suggested using hybrid ornamental grasses for the prairie
plantings.

Mr. Kapler pointed out that the fenced in area is proposed to also serve as an impound lot for the
Police Department.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to recommend
City Council authorize staff to confirm the fencing quote with the contractor; amend the
landscape plan based upon quotes to ensure the $23,728 is adequate to complete both projects;
and schedule and order both projects for a completion date before June 30, 1998.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and
Zimmerman. Voting No: None. Absent: None.

Case #2: Peltzer Park Redevelopment

Parks/Utilities Supervisor Boos reported that City Council authorized $35,000 from the Park
Improvement Trust Fund for Peltzer Park playground. He noted the results of the survey done
with 120 households where 76% indicated an interest in redevelopment of Peltzer Park. The
majority specified playground equipment, benches and native grasses as their priorities for this
park. The Park and Recreation Commission developed a request for proposal using the
information gathered from the survey conducted. Mr. Boos added that the Park and Recreation
Commission recommended that the existing play equipment be offered to the public via sealed
bids. The bid forms would be available at the Commission's booth at the Environmental Expo.
He noted that the City Attorney has deemed that there are no liability concerns if the purchaser
sign a waiver. The Commission has also requested that the proceeds form the play equipment be
added to the Peltzer Park redevelopment budget.

Finance Committee/March 24, 1998
