City Administrator Norman stated that Council did not adopt a 1998 improvements plan. <br />He wanted the projects scheduled adopted on the 1998 CIP recognizing the costs and the <br />changes. <br /> <br />Councilmember Haas Steffen referred to pages 50, 51, 52 and 53, dealing with the storm <br />water plan. All of these are County ditches and the City has not been granted the <br />jurisdiction to clean/take care of them. She realized the County would probably not clean <br />the ditches but suggested the City should be given the jurisdiction to do this and then be <br />held harmless. She talked about redistricting and stated she did not want to approve <br />anything until the work is done to move the TIF lines. She mentioned that there should <br />be money put in the CIP for stop lights so they can be put up when they are needed and <br />then at the time they are able, the County/State could reimburse the City. The lights <br />should be programmed in and a funding source identified. She also noted there was no <br />mention/money for the City to purchase any kind of blighted property and suggested that <br />staff should give some thought if there should be dollars in the CIP for this type of <br />purchase as we have areas that could be considered blighted. She did not know if the <br />City would have to work on that with the County HR~ or on some other level. She <br />pointed out that when she was on the County Board, they did three projects for low <br />income housing. Councilmember Haas Steffen commented on the fact that the City is <br />buying 14 homes off of T.H. #47 so that the road can be improved - maybe some of these <br />homes could be moved back farther from the road, turned around, and used for low <br />income housing. She noted there are a lot of domestics in Ramsey and they all do not get <br />resolved. It may behoove the City to have some Iow income housing to assist <br />mothers/children to be able to stay in the same area. She stated that the City will be <br />looking at expanding the Industrial Park and there is no money in the CIP for anything <br />like that. <br /> <br />Mayor Gamec felt that it would be difficult to put something like buying houses and <br />blighted areas in the CIP. <br /> <br />City Administrator Norman expressed concern about the 1998 items not being adopted <br />yet and staff is working on the 1999 - 2004. He suggested that the Committee should just <br />focus on the 1998 portion of the CIP so that it gets approved. He offered to bring back <br />the 1998 projects for formal approval. <br /> <br />Mayor Gamec mentioned that the City does not yet have a firm grip on the funding for <br />T.H. #47. He stated he would like to see the funding on paper and that he does not really <br />want to use that $800,000 if possible.
