Motion by Mayor Gamec and seconded by Councilmember Zimmerman to recommend that City
Council authorize City Staff to solicit quotes from Northland Security and Landmark Bank for
Ramsey's banking services.

Further discussion: Mayor Gamec inquired if Ramsey does any business with Elk River banks.
Ms. Lund replied that Ramsey's C.D.'s are with Elk River Bank. It was determined that just as
with depositories and brokers, selection of bank for banking services should be done annually by
resolution.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen and
Zimmerman. Voting No: None. Absent: CouncilmemberBeyer.

Case #3: Consider Accepting Snowmobile Enforcement Grant

Police Chief Gustafson was present requesting that the Finance Committee make a
recommendation to City Council authorizing the Police Chief to enter into a $1,000 matching
grant with the DNR for snowmobile enforcement activities. Upon inquiry, Chief Gustafson
confirmed that the City's $1,000.00 match is in the Police Department budget.

Motion by Mayor Gamec and seconded by Councilmember Haas Steffen to recommend that City
Council approve entering into a $1,000.00 matching grant with DNR for snowmobile
enforcement activities.

Further Discussion: Councilmember Haas Steffen noted that with the first dusting of snow, the
City is inundated with complaint calls. Many of them are from people who own property
adjacent to roadways approved for snowmobile traffic. She stated that she would like to see part
of the grant money used to send out a highly visible notice, perhaps as a special insert in the City
newsletter, informing people along these corddors that although they spend the time and money
to maintain a lawn into the ditch or right-of-way, these areas are lawful for snowmobile use and
there isn't anything the City can do to prohibit this activity. This notice should go out twice, and
the first should be before the first snowfall. Staff wasn't sure if there was enough time to place
such a notice in the next City Newsletter. Ms. Lund suggested that enclosing a notice in the next
quarterly billing statements from Connexus may also be an option.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen and
Zimmerman. Voting No: None. Absent: CouncilmemberBeyer.

ADJOURNMENT

Motion by Councilmember Zimmerman and seconded by Mayor Gamec to adjourn the meeting
of the Finance Committee.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen and
Zimmerman. Voting No: None. Absent: CouncilmemberBeyer.

Finance Committee/October 13, 1998
