The City is hiring an administrator. but someone <br />that would be interested in making that transition. <br /> <br />Councilmcmber Jeffrey asked how the transition from a city administrator to a city manager <br />in 2011 would change the way the search is conducted. Ms. Sims replied it would affect the <br />applicant pool, but it sounds as though it would be a fairly smooth transition. If there arc <br />things that will be changing in the City they would need to know about it, especially since <br />there are so many people in the Twin Cities area \\'ho would normally be expected to apply <br />for something like this. The brochures would state the transition expectation so it is <br />understood. <br /> <br />Mayor Gamec asked if the current city manager in Blaine was placed by Waters Consulting <br />Group. <br /> <br />Ms. Sims replied Waters Consulting Group placed the city manager in maine three years ago. <br /> <br />Councilmember Elvig asked if Waters Consulting Group conducts head hunting. <br /> <br />Ms. Sims replied they do head hunting, advertising and direct mailing. Waters Consulting Group <br />keeps a good pool of people they have met through the years and keeps in touch with. Waters <br />Consulting Group has a strong partnership with ICMA. They go to different municipality <br />conferences and have some up-and-coming people they are aware of, and know if they are ready <br />for a change. Waters Consulting Group does not recruil individuals they have placed. <br /> <br />Closing. Comments from Mayor <br /> <br />Mayor Gamec thanked Ms. Sims for her time. lIe indicated the Council \vill try to make a <br />decision tonight. <br /> <br />The work session was recessed at 7:20 p.m. and reconvened at 7:24 p.m. <br /> <br />Council CllUCUS <br /> <br />FollO\ving discussion of the search firm interviews, consensus of the Council was to select <br />Waters Consulting Group as the Executive Search Firm for the city administrator search. <br /> <br />Council discussed that an element of the consultation \vith the City should include interviews <br />\vith department heads, and board and commission chairs. <br /> <br />Councilmcmber Elvig noted the need to revie\v the criteria of the dynamics included in the <br />contract for items that may need to include more detail. !--Ie noted one of the proposals <br />specifically states the firm would not recruit anyone they have placed. The dollars in the <br />contract also need to be analyzed to understand the true deliverable. <br /> <br />Human Resources Manager Reed Kone indicated the contract \vith Waters Consulting Group <br />would be at a cost of $18,500 plus expenses not to exceed $10,000. <br /> <br />City Council \Vork Session I February 6, 2007 <br />Page 13 of 14 <br />
