That the City's Mayor and City Attorney are authorized to execute the Separation <br />Agreement on behalf of the City. <br /> <br />Councilmember Elvig commended Mr. Norman on his time under the City's employment and <br />wished him the best in the future. <br /> <br />Motion by Councilmember Elvig, seconded by Mayor Gamec, to adopt Resolution #06-11-390 <br />accepting the resignation of City Employee James E. Norman. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Resolution Announcing the Resignation of City Administrator. James E. Norman. Effective <br />December 31. 2006 <br /> <br />City Attorney Goodrich explained the second resolution before the Council is an announcement <br />of Mr. Norman's resignation. The resolution adopts the City's official statement regarding Mr. <br />Norman's resignation. <br /> <br />City Administrator Norman questioned if this resolution is in effect the announcement of his <br />resignation. <br /> <br />City Attorney Goodrich responded in the affirmative. <br /> <br />City Administrator Norman requested that the resolution be adopted with the announcement. <br />made at the end of the November 14,2006 City Council meeting. <br /> <br />Councilmember Elvig suggested the resolution be adopted at this meeting, and that the resolution <br />be announced at the November 14th Council meeting. He explained by adopting the resolution <br />today it allows the City to make an announcement internally and to start working the transition <br />plan. <br /> <br />Resolution Addressing Administrative Issues Regarding the Resignation of City Administrator <br />James E. Norman <br /> <br />City Attorney Goodrich explained the third resolution before the Council discusses moving <br />forward upon Mr. Norman's resignation. <br /> <br />Councilmember Jeffrey asked if a transition team will be identified with this resolution. <br /> <br />City Attorney Goodrich replied the resolution states that a transition team will. be identified. <br /> <br />Councilmember Elvig suggested the resolution include a statement regarding public safety. He <br />noted people are concerned about how Mr. Norman's resignation will affect the Police and Fire <br />Departments. <br /> <br />Special City Council / November 1, 2006 <br />Page 2 of 5 <br />
