Community Development Director <br /> <br />Background: <br /> <br />George and Denise Swanson are requesting a variance to the minimum lot width or street frontage <br />requirement in order that a dwelling may be constructed on a lot they would like to purchase from <br />Janelle McCollum. The subject property is located on the south side of County Road #64 (181S1 <br />St.), approximately.4 ofa mile east of Baugh Street. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Proposed site plan <br />c) Aerial photos of area <br />d) Letter from resident, John Enstrom, dated 2-27-07 <br />e) Letter from Burns Resident on the north side of County Road #64 <br />f) Letter from Applicant to Anoka County Highway Department <br />g) Letter from Anoka County Highway Department dated 3/22/07 <br />h) Proposed Findings of Facts <br />i) Proposed Variance <br /> <br />N otificatioD: <br /> <br />In accordance with State statute and City Code, City Staff mailed notices of the public hearing to <br />owners of property within 350 feet of the Subject Property. <br /> <br />Observations: <br /> <br />The parcel is approximately 6.5 acres in size and is zoned R-l Rural Developing Residential. The <br />surrounding parcels are also zoned for single family rural residential dwellings. The Swansons <br />currently reside on the adjacent parcel that is northe.ast of the Subject Property. They also own the <br />approximately 7 acre parcel south of their current residence, which is immediately east of the <br />proposed building site. The Swansons would like to build a new home on the parcel they would <br />purchase from Janelle McCollum. <br /> <br />City Code does not permit the development of a home on a lot that does not meet the minimum <br />width requirements. City Code defines width as the lot measurement that abuts the public road. In <br />the rural residential district, the minimum lot width or street frontage requirement is 200 feet. The <br />proposed building site does riot have any frontage on a public road. Therefore, the Swansons have <br />applied for a variance in order to construct a home that does not meet the minimum lot width or <br />street frontage requirements. Their plan is to dedicate an access easement to the landlocked parcel <br />from 181 st Avenue N. W. across their 2 parcels to the east. <br /> <br />3 <br />
