<br />. <br /> <br />. <br /> <br />. <br /> <br />Commissioner Brauer inquired about the option of moving the outlots and cutting the road to the <br />back. Associate Planner DaInes replied this could be explored. <br /> <br />Commissioner Cleveland stated the developer has complied with almost all of the staff <br />recommendations, but there is concern about the traffic generation analysis. Staff has indicated <br />there is plenty of right-of-way on CR 5 for four lanes and turn lanes, but she would like it noted <br />to City Council to keep in mind how this impacts property values. It is not such an issue with a <br />business or gas station, but when access is made difficult with townhomes, it will result in homes <br />that cannot even be rented. <br /> <br />Motion by Commissioner Cleveland, seconded by Commissioner Van Scay, to recommend that <br />the City Council approve the preliminary plat and preliminary site plan for Pine Prairie, as it has <br />been presented, contingent upon compliance with the City Staff Review letter, dated January 29, <br />2007. <br /> <br />Further discussion: Commissioner Van Scay stated he is very concerned the County has not <br />commented on this plat. He asked if it is possible that the County will come up with a <br />requirement that will impact this significantly. City Engineer Jankowski replied staff anticipates <br />the County will comment regarding the, access spacing guidelines which could affect this plat. <br />The turn lanes are doable. Commissioner Cleveland noted the Staff Review Letter indicates any <br />approvals will be contingent upon County approval. Associate Planner DaInes stated it is not <br />UilCommon for the City not to receive County comments. All staff can do is continue to try to get <br />comments. Commissioner Trites Rolle stated according to the Staff Review Letter any <br />significant objections from the County would need to be addressed before this could move <br />forward. Commissioner Brauer stated the issues associated with the previous plat have not <br />changed, <br /> <br />The motion was deadlocked. Voting Yes: Commissioners Cleveland,. Van Scay, and Hunt. <br />Voting No: Acting ChaiIperson Levine, Commissioners Brauer and Trites Rolle. Absent: <br />Chairperson Nix!. <br /> <br />Commissioner Brauer stated his vote has been recorded in opposition. However, in order for the <br />developer to proceed to Council, he will change his vote to an abstention. He stated he hopes <br />prior to proceeding to Council the- developer will talk to the gentleman :from the church and the <br />other landholders in the area. They may be able to work this out better than it currently is. <br /> <br />Commissioner VanScoy stated there has been a consistent message for the landholders to get <br />together. <br /> <br />Commissioner Hunt asked staff what will be done to ensure the church receives notification <br />regarding this development. <br /> <br />Associate Planner Daines indicated she discussed this with Mr. Wellman today, Hopefully the <br />.situation can be straightened out with the County database. <br /> <br />Planning Commission!
