<br />indicated the application proposes to construct a 5,413 sqnare foot station, 10 corresponding gas . <br />service pumps and'underground tanks on the newly created 1.4 acre lot The property is zoned <br />B-2 Business, and,gas stations are a permitted use within this district. . <br /> <br />Associate Planner Geisler stated access is being proposed onto both Ramsey Boulevard and <br />Riverdale Drive, MnDOT and City staff have reqnested that the access onto Ramsey Boulevard <br />be repositioned as far south as possible in order to provide adequate space for queuing vehicles at <br />the intersection of Highway 10. The bnilding is proposed to be constructed of primarily brick, <br />glass and EIFS, and conforms to the City's architectural standards for the district. The applicant <br />has submitted color renderings for Council's review. All setbacks are met, with the exception of <br />the 20 foot parking and paving setback adjacent to a public right-of-way. This setback <br />requirement is intended to provide green space between the right-of-way and the paved areas <br />within the B-2 district., A variance to the 20 foot parking and paving setback bas been granted by <br />the Board of Adjustment. Ms. Geisler advised drainage is proposed to utilize the MnDOT <br />drainage ditch and collect an off-site stonnwater drainage pond. Staff bas asked the applicant to <br />obtain permission from MnDOT to utilize the ditch for drainage. No on-site ponding is <br />proposed. Staff has requested information verifying the pond is sized to accommodate the <br />proposed development. Both issues must be resolved before construction begins on the site. Ms. <br />Geisler indicated utilities are currently located in Riverdale Drive, but terminate at the Village <br />Bank site. It will be the applicant's responsibility to extend the lateral lines to both proposed lots <br />in the right-of-way. All waste removal and loading activities will take place at the side entrances <br />of the building, Deliveries will be carried on palettes from the front parking areas, through the <br />side door. A landscaping plan has been submitted and is acceptable to staff. Additionally, a . <br />detailed lighting plan bas been submitted and is also acceptable, The applicant proposes to <br />utilize light fixtures that minimi7e light pollution, and no light is projected to shine outside oftbe <br />property lines, <br /> <br />Associate Planner Geisler advised staff recommends site plan approval contingent upon <br />compliance with the City Staff Review Letter dated December 21, 2006, The Planning <br />Commission met on December 7, 2006, and recommended approval of the site plan for Holiday <br />Stationstores. There was no citizen input. <br /> <br />Michael Cronin, representative of Holiday Stationstores, stated staff and the Planning <br />Commission have recommended approval of both of Holiday's applicatlons with conditions. <br />Holiday continues to work with staff and asks that the Council accept their recommendation to- <br />approve the application. <br /> <br />Councihnember Strommen inquired about the type of tenant Holiday has in mind for the existing <br />building. <br /> <br />Mr. Cronin replied Holiday typically includes a condition that the site cannot be used for a gas <br />station. Holiday will remove the tanks and will market it hopefully in conjunction with some of <br />the City's programs. The new store will hopefully be opened later next summer. <br /> <br />Councilmember Elvig stated the City appreciates Holiday's interest in Ramsey and remaining in <br />the City, . <br /> <br />City Council!
