Frolik stated Lawrence Olson ofE&G <br />Development, LLC, has submitted an application for final plat approval of Amber Ridge 2" <br />Addition, areplat of Outlot B, Amber Ridge. The property is located on the east side ofTII #47, <br />at the south terminus of Argon Street NW. TIle approved preliminary plat proposed to subdivide <br />the property into 5 single family lots with urban services. Ms. Frolik advised the property is <br />approximately 2 acres in size and is currently zoned R-2 Medium Density Residential, permitting <br />development of 4 to 7 units per acre. The developer has requested a Comprehensive Plan . <br />Amendment to change the land use from medium to low density residential, and a zoning <br />amendment to rezone the .property from R-2 Residential to R-l Residential to permit <br />development of the property with single family homes. The Comprehensive Plan amendment <br />was approved by City Council and snbsequently was also approved by Metropolitan Council. <br />On August 8, 2006, the City Council introduced an ordinance to rezone the property to R-I <br />Residential. The second reading or final adoption of that ordinance to rezone the property is also <br />on tonight's Council agenda. <br /> <br />Ms. Frolik advised in accordance with the approved preliminary plat, the developer is proposing <br />to extend Argon Street 370 feet to the south to provide public street access to the 5 lots being <br />platted. City Code restricts cul-de-sacs to a maximum length of 600 feet. Currently, Argon. <br />Street is approximately 830 feet in length. On July 10,2006, the Board of Adjustment approved <br />the variance to cul,.de-sac length as the road cannot be constructed as a through. street for the <br />following reasons: a) connection to Waco Street is prohibited by existing residences; b) <br />connection to TH #47 conflicts with access management plan; c) connection to Xkiino Street to <br />south requires filling a quality wetland. <br /> <br />Ms. Frolik advised the final plat substa11tially conforms to the preliminary plat with respect to <br />number of lots, lot width, size and area. The final grading, utility, street, and landscaping plans <br />. have been reviewed and are generally acceptable with minor revisions.
