<br />Zoning with the points discussed. At the time that Ramsey Crossings moves ahead with site <br />plans the area will be rezoned. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to adopt Ordinance #07- <br />04 to anlend Section 9.20.28 (B-3 Business District) of Chapter 9 of City Code. <br /> <br />Further discussion: Councilmember Elvig stated this is a creative approach to move this along <br />by plugging the need into the zone as opposed to the other way around. Community <br />Development Director Trudgeon indicated this is built to be flexible, but with flexibility there are <br />some fears of the unknown. Staff and Council will review things diligently to be sure there is the <br />right fit. There is a need to be flexible to relate to the market that is out there right now. <br /> <br />A roll call vote was perfonned by the Recording Secretary: <br /> <br />Mayor Gamec: aye <br />Councilmember Dehen: aye <br />Councilmernber Elvig: aye <br />Councilrnember Jeffrey: aye <br />Councilmember Look: aye <br />Councilmember Olson: aye <br />Councilmernber Strommen: aye <br /> <br />Motion-carried. <br /> <br />Case #6: <br /> <br />Consider Adoption of Amendments to the R-l Residential Zoning District; <br />Rural Developing Area (Cluster Ordinance)j Case of City of Ramsey <br /> <br />Community Development Director Trudgeon reviewed that at the April II, 2006 meeting, the <br />City Council adopted a 9-month moratorium on all subdivision and platting in the R-l Rural <br />Developing District. The moratoriuni. was recently extended an additional three months. The <br />purpose of the moratorium is to provide time for consideration of revisions to the cluster <br />subdivision standards which were added to the Rural Developing Area in early 2005. Jv1r. <br />Trodgeon stated the Planning Conunission held a public hearing on January 4, 2007 and <br />recommended the City Council adopt an ordinance to revert to 2.5-acre lot requirements in the <br />R-I Residential: Rural Developing Area. The Commission also recommended that the City <br />Council consider additional perfonnance standards for Resubdivision Plans for new <br />developments in the Rural Developing Area. Staff has included some additional criteria for <br />Resubdivision Plans under Subd. 6 in the ordinance. These criteria are based on what is <br />currently in code under the cluster requirements and the Interim Policy for Comprehensive Plan <br />Amendments that the Council adopted in 2005. <br /> <br />Jv1r. Trndgeon reviewed that at the January 23, 2007 meeting; the City Council rejected a IO-acre <br />minimum lot standard requirements (Zoning Ordinance Amendment and C.omprehensive Plan <br />Amendment) and introduced an ordinance to revert to 2.5-acre lot requirements, which were in <br />place prior to the adoption of the cluster ordinance.
