Police Chief Way indicated numbers will be determined through an analysis of other cities and
who will be on staff at the event. The Police Department has billed for this service in the past.

Councilmember Jeffrey clarified with Police Chief Way that this discussion only relates to
special events, not for every day routine business.

Councilmember Elvig asked whether a proposal from staff regarding security at special events
will be presented to the Council for approval.

Police Chief Way responded in the affirmative. He indicated if the application from Diamonds is
approved in two weeks, staff will work with Mr. Gruber regarding the staff that wiil be on hand
and the appropriate number of officers for the event. He asked whether the time requirement to
end music at special events should be incorporated into an ordinance. Individuals that want to
request a different time would need to present the request to the Council.

Consensus of the Council was to direct staff to draft an ordinance induding the timeframe for
music allowed in special events.

Case #8:

Adopt Five-Year Strategic Goals

Councilmember Elvig stated tills Five Year Plan was well thought out and deliberated and voted
on unanimously by the Council. Residents should be aware the Plan is available, and is an
important document that has been well debated.

Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to adopt the 2007 Five-
Year Strategic Goals.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Dehen, Look,
Olson, and Strommen. Voting No: None.

MAYOR, COUNCIL AND STAFF INPUT

MaY9r Ganlec stated plowing was difficult with the last snow storm. The crews did an excellent
job as far as getting the streets opened up. There could be problems with the build-up of snow.
They looked at some of the areas today where driveways were filled in in the urban areas. Public
Works Supervisor Grant Reimer and the crew are looking at po.ssible problems if there is another
heavy snowfall and keeping the snow from pushing up into the driveway areas in some of the
cul-de-sacs. He requested parents tell their children not to stand and see how much snow comes
off the plow; it is a dangerous situation.

Councilmember Jeffrey noted he spoke with some residents about sidewalks. It appears that
some of the sidewalks are getting plowed before the streets, and the snow plowed from the
streets is being pushed back onto the sidewalks.

City Council I Febrnary 27, 2007
Page 20 of21

P136
