T.H./447 DISCUSSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />A discussion relating to the T.H. #47 Improvements was conducted on Friday, January 30, 1998, <br />at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Natalie Haas Steffen <br />City Engineer Steve Jankowski <br />Jim Dvorak, SRF <br />Bob Brown, MnDOT <br />Greg Felt, MnDOT <br /> <br />The discussion began at 9:25 a.m. <br /> <br />Mayor Gamec announced that the City of Ramsey is hoping to get the larger project for T.H. #47 <br />done and to move the date of completion date/year up - at least the first segment of the project. <br /> <br />Councilmember Haas Steffen stated there is an access problem with regard to a piece of property <br />on T.H. #47. There is an access platted off of T.H. #47 and at the time it was platted, the access <br />was not a problem. However, now the State of Minnesota does not want more accesses onto #47, <br />therefore, now it is a problem. The property owners have paid almost one million dollars in <br />taxes. She wondered if them is something that can be done for this property as it appears the <br />City promised them they could have access. She agreed that the big project is what the City <br />wants to do. If we do the smaller project, it will cost the City a great deal more money because <br />of the cost of engineering. <br /> <br />Jim Dvorak of SRF explained that if the City does the larger project, they get 80% of the cost <br />from the State. If a segment of T.H. #47 is done, that amount is taken away from the larger <br />project, so the City would get 80% of the smaller amount. <br /> <br />Councilmember Haas Steffen stated the City would like to be fair to the owners of the property <br />that needs access. These people have given a lot of right-of-way to the State and to the City and <br />they have not been treated fairly in return. <br /> <br />Mayor Gamec added that the owners of this property have also given a lot of money toward a <br />large park system for the City of Ramsey and that they have always been very cooperative. <br /> <br />Councilmember Haas Steffen stated that the City definitely wants to do the larger project but that <br />the intersection of T.H. #47 with C.R. #5 should be done first and the start date should be moved <br />up without it costing the City an extra $200,000 to $300,000. <br /> <br />Bob Brown of MnDOT inquired where the City was at in terms of federal and environmental <br />documentation with regard to the T.H. #47 project. <br /> <br />Mr. Dvorak replied that the City has not yet started as they were awaiting official word that the <br />money is granted for the project. <br /> <br />T.H. #47 Discussion/January 30, 1998 <br /> Page 1 of 3 <br /> <br /> <br />
